Even though Andrew Johnson had a lot of administrative and political experience under his belt he came into presidency very quickly after Abraham Lincoln was assassinated, this task that was given to him was requiring extraordinary talents of leadership that Johnson hadn't yet done before. On the morning of Lincoln's assassination the Secretary of War, Edwin Stanton presented to the cabinet of Lincoln the ideas of the reconstructing program. These ideas would impose a military rule and very stiff conditions on the defeated Southern states for the reconstruction of the Union. This represented a important tweak to Lincoln's stand which urged a quick return to equal status with few conditions beyond the promises of loyalty and the abolishment of slavery from earlier before. So the immediate question that Johnson was questioned with was what to do with the Confederate states that were defeated (what rights would be granted to the four million former slaves, and what type of punishment). The Southern States weren't happy with what Johnson did with the 13th amendment so the south decided to make rules called "black Codes".
The Radical Republicans of Congress saw the problems that were going on. So even though Johnson was doing a good job at what he was doing and he only needed to add more detail when it came to making rules the Radicals decided to make rules that the President himself now had to follow.
During Andrew Johnson's presidency the Civil War was still going on which of course was a hard time for everyone in the United States, but once the Civil war ended Andrew Johnson had to decide what to do to avoid war once more.
So, sure Andrew Johnson just needs to add more detail when it comes to making rules, but now that he's seen what happens when you don't he now sees that he has to add more details in order to make a good nation.
